HS2: latest developments investigated

The Transport Committee questions the Secretary of State and Sir David Higgins, Chair of HS2 Ltd, about CH2M's recent decision to withdraw from a major HS2 contract.

Background

Having been selected to deliver the £170m Phase 2b development partner contact, the company CH2M has since withdrawn. Another bidder, Mace, has argued that there were serious flaws in the procurement process. In addition, HS2 has told companies bidding for the £10m commercial management services contract that the process will be scrapped.

Chair's comments

Chair of the Committee, Louise Ellman MP, commented:

"HS2 has the potential to deliver significant benefits. As with any investment of this size, however, it is essential that it is managed effectively.
The withdrawal of CH2M from a major HS2 contract raises several questions which must be answered. We will be asking the Secretary of State and Sir David Higgins to explain the circumstances behind CH2M's withdrawal and what lessons need to be learnt."
