Chair writes to Department of Health regarding Departmental accounts

Public Accounts Committee Chair Meg Hillier MP has sent the letter below to Sir Chris Wormald, Permanent Secretary at the Department of Health.

The letter follows the Committee's evidence session with the Department on October 16 (transcript here) and sets out concerns arising from that session and the Department's Annual Report and Accounts for 2016–17.
These include:
- The financial sustainability of the NHS in England and risks presented by the coming winter
- The lack of clarity about the impact of using capital budgets to support day-to-day spending
- Tensions arising from the decisions of some CCGs to restrict access to services
- The budget implications of relaxing the public sector pay cap for NHS staff—and how pay decisions would be linked to 'productivity gains' in the NHS
