The Government confirmed Gareth Davies as the preferred candidate for the role on January 7 and the Committee held a hearing with Mr Davies on January 16.
On the basis of this hearing, the Committee is satisfied that Mr Davies has the professional competence and personal independence required of the C&AG, who is the head of the National Audit Office (NAO).
The Committee urges the House of Commons to support his appointment.
The next formal step is for the Prime Minister to table a motion in the House asking the Queen to appoint Mr Davies.
Sir Amyas Morse will lead the NAO until the end of his ten-year term on May 31.
