The Justice Committee holds its first evidence session on its sub-inquiry into governor empowerment and prison performance, as part of its ongoing inquiry into prison reform.

Purpose of the session
This session focuses on the Government's proposals relating to governor empowerment and prison performance set out in the Prison Safety and Reform White Paper. The Committee will consider the pace of devolution of responsibilities to governors, their skills and capacity, governor responsibility for commissioning services, the accountability framework proposed in the White Paper, performance measurement, the roles of the Ministry of Justice and NOMS, and the provisions for independent scrutiny.
