Report publication: Appointment of Chair of the Independent Monitoring Authority for the Citizens’ Rights Agreements

The Justice Committee has published its report following the pre-appointment scrutiny hearing on Tuesday, 10 December with Nicole Lappin, the Government’s preferred candidate for Chair of the Independent Monitoring Authority for the Citizens’ Rights Agreements (IMA).

The cross-party committee of MPs, chaired by Labour MP Andy Slaughter, concludes that Ms Lappin meets the criteria for the position and endorses her appointment.

The Independent Monitoring Authority for the Citizens' Rights Agreements (IMA) was set up to protect the rights of EU, European Economic Area (EEA) and European Free Trade Association States (EFTA) citizens, and their family members, in the UK and Gibraltar, following the UK-EU Withdrawal Agreement.

The role of Chair of the IMA is a statutory appointment, under the EU (Withdrawal Agreement) Act 2020, reporting directly to Ministers, but operating independently of Government. 

Nicole Lappin is currently Chair of the Northern Ireland Housing Executive.
